Clock it because this site has thrived without the need for official mod tools for how many years??? If someone finds a way to get into the files, the community will be off to the races with modding once again

Either two things happen. The developers find a way to enable facial expressions/walk styles in the character customization or modders somehow beat them to it.
What I recommend to get better and more detailed insight on your computer specs is to download CPU-Z by CPUID , It gives you a breakdown of your CPU, Caches, Motherboard, RAM, Graphics card etc etc.
The classic version should fit your needs.

I would've loved to take you up on this, but it's extremely complicated and borderline impossible to make custom NPCs. Modding NPCs as a whole is limited. Hopefully when the SR2 patch comes out, it'll make modding such things a whole lot easier and I'll have to make a mental note to come back to...
Yeah, it's not really as black and white as people make it out to be and it's unfortunate that games across the industry have to do this on top of publishers and investors meddling with it. I just hope they get the funds and time they deserve if they're able to secure a sequel.
I don't think it's the engine that's the problem, I think it's more so the budget they were given for JUST the game itself. Usually when games given a better budget to upgrade the engine, we don't see those changes until a sequel or standalone DLC.
