Yeah, then you throw the contents of "Files" folder into your game directory, just like the install instruction says. You'll also need to reset the keybindings if you'd like to use Sandbox+ hotkeys.

Well, um, *technically* you should be able to. Assuming that GOG version of SR IV contains modding patches, you just throw the VPP_PC package into "mods" folder in the root. That's how I tested my scripts.

You do have a Steam version of the game, right? Try to override 'weapons.xtbl' file with the one attached to this post and tell me if there's any difference.
