    It's not really the right subforum to post your question in. To answer your question though, sofar the only way I'm aware of to increase saints spawns is to make them do action nodes (idle animations civilians usually do). Goes for both SR:TT and SRIV.

    NPCs are most likely going to need to be listed in table files to spawn. But would that also include spawn_groups and spawn_categories?     Alternate Character Customization

    Saints Row installments are only steamworks. There very few non-Steam versions of IIRC SR:TT (so not SRIV) out there so the chances to get one are very slim, and usually don't work so well with mods. Physical copies still have to be activated through Steam, so that is also not an excuse.
