Another idea, implement shoulder camera switching and force it by making it so that bullets hit geometry if the barrel of your gun is clipping through it.

It's just a standalone expansion. It doesn't even go out for the price of a full Saints Row game. Also it gives Volition quite an oppertunity to work out a system to allow multiple protagonists. Saints Row V will, though I'm still in the hoping stage, be the Saints Row we all know.
