If you're any good with hex edit, you can import them yourself by editing your save file.
To solve the OP's original problem, they can simply use sandbox+ or edit the vanilla sr3_city.lua, and run the command collectible_hide_orbs(true) by inserting it into the init function, or a key combo.
Yeah it's very possible to just open up your save file in a hex editor, along with your downloaded characters, and simply swap out the data. I've done it with some of my saves, and I've even exported new characters from saves into their own character files. I would really like to make a program...

If I recall correctly, Version 3 had some issues what were later fixed. I'd recommend installing the latest version. If you don't want access to the extra shops then you can leave out the sr4_5_city.lua
I'd have to make a different version of the mod containing just the cheat menu, but it's just easier if everyone downloaded the current mod and then just didn't use any of the shops or other menus.
The Game launcher needs to be placed in your Saints Row IV game folder. If you still get an error there may be something wrong with the formatting of your diplsay.ini so you may need to recreate that file simply by deleting it and starting the game to generate a new one.

I'm sure there's many other FPS limiting software that they can use. Unless AMD do have a built in feature to limit the frame rate in user defined applications.
