I don't know, because i don't have SRIV (mostly because they made it only for dx11 [but there is a new pc incoming]) So someone hopefully would answer your question, but if the same hairs and body color of SRIII are available in SRIV i think that this should work.

Great idea!! i would suggest to remove tanks and attack choppers from notoriety spawn, 95% of the times they kill anyone but you, ruining firefights.
