Not quite sure I understand. When I run the recursive tool, it spits out an output directory containing the vpp_pc folders. I tried substituting a vpp_pc file with the folder that was extracted, but that crashed the game.

I don't suppose there's a recursive re-packager in the works, is there? Edit: Or I suppose I can just not be dumb and use the package installer. Sorry.
