Right! GOOD NEWS! I ran the batch again with admin permissions, with Avast!'s shields off. The whole thing took about 15 minutes... then I re-copied the files to the root directory of the game in steamapps/common/ Ran Saint's again, and it works! Nice fix, good job dude. : D

Ya, I know. I'm running a GTX 550 Ti, and can comfortably play on Ultra 1080p at a good framerate, so it kinda stumped me. I'm also using "delete_reward_vehicles_plus_customize_all_vehicles_v3_IdolNinja_gibbed" and "Extended customization".
