2+ Player Free Roam

I know that the missions and activities are created specifically for a two player maximum, but that not what I'm requesting. I just want to be able to engage in insane antics with more than just one of my friends at any given time in the open world.

Not impossible, just a lot of effort. This wouldn't be done without the official mod tools I'm betting, it might even need the help of Volition/Deep Silver

In which I doubt they would support... it's kind of like adding co-op to Fallout.
