Earn $200k and buy one if you have GotR. Otherwise, it might be spawning on top of Stilwater PD HQ in Saint's Row.

I'm not using GotR in this run
 
A Tornado also has a chance of spawning on the police headquarters roof in the Saints Row district, which you get access to from inside the building, but you will get a 5 star notoriety after stealing it.

I know that. There's just no point to it until you get a crib with a heliport
 
That speed bug is what fucks up PC's SR2, at least it's possible to fix it, also, vehicles are undriveable, they are fast as hell.

It doesn't happen with Windows 10. I'm not really sure why you mentioned it, though...
