A tutorial for total noobs.

I have zero experience in modding, but I would like to learn the ropes and to try to make something.
It would be great if it contained some basic info, like what is what and where a person can get more detailed info on how to make guns or weather, or global changes.
For example: Is it possible to increase rain intensity?
 
Ok, going by what I've read in weather.xtbl - the worst it can get is in "Heavy Rain" ie not very (cheatcode: heavyrain)

So no I don't think we can increase it more than that. Seems we can get it to last a lot longer though.
