Well Idolninja, Minimaul, Fan of Saints and Knobby are currently testing the modding patch so hopefully soon. Maybe in a few weeks? As for the second question it's very likely that a large chunk of the SR Modding community will upload their stuff on the original forum and the Steam Workshop. To give you an example I remember a lot of people, myself included downloaded mods from both the official workshop and GMOD.org. Let's hope that unlike gmod the workshop for SR doesn't turn into a disorganized circus-sideshow.
