You can, but only on a few select climable objects (containers, some rails and fences, etc), takes a bit of time to discover them and mostly they're not that high or even worth climbing at all.

Line 2194 in the tweak table has a climb height from the water that you haven't changed yet.

I Want to UP IN EVERYTHING BUT NOT LIMITED TO THOSE WALLS THAT THERE can be scaled, EVERYTHING CAN BE SCALED IN THE GAME, ALL scalable's what I want climb in all ALL BULDINGS, and ON THE SINDICATE TOWER.
