Audio out of Sync during Gat romance

What frame-rate target do you guys usually aim for?
There are methods of limiting frame-rate on the PC that people can use to help prevent things like this if they so desire...
We try to hit a solid 30, but I think realistically it's probably more like 25 on the consoles.
 
The way cutscenes work is that they have a single audio file that plays at the start of the cutscene. If the framerate is low, the game won't keep up with the audio. If this bothers you, I would suggest lower settings or an upgrade. I don't think this is something that can be easily fixed in code just due to the nature of it.

Thank you for the response, but I don't believe that is the issue. My system's specs are more than enough (i7-920 @3.6GHz, AMD 7950, 12GB RAM and a solid state drive), and I have a steady framerate. I tried turning down the settings, as well as turning vsync on or off and it made no difference.

I did some research and found a thread on the steam forums for saints row 3 where people suggested it may be related to having an over locked CPU, but there didn't see to be any definitive answer.
 
This might be... challenging to test, but are the subtitles out of sync with the visuals? Subs are hand-timed to frame count based on real time of the audio file, so basically all three systems are timed out independently.
