To what extent? SR4 already has the Gat V Pack that allows you to dress like Gat. And with the sliders and some patience (more than I have) one could make your character resemble Gat. Was there something more you wanted? To sound like Gat? Or was there something else you had in mind?

No. Gat is a NPC, and NPCs are handled differently from the main character. It is possible to replace one NPC for another NPC but no one seems to know how/where the main character is stored.
