C.I.C edition items in SR:IV in the standard edtion only

Is their a way to get the Merica' Weapon, Uncle Sam Suit and The Eagle Jet in the Saints Row IV standard edition without having to pat for the Commander in Chief edition
 
If there was, what would be the point in the pre-order bonus?

The only way I can think of is if Volition later releases it as DLC (if they haven't already).
