There have never been mesh tools (tools to open up cmesh packfiles), not for SR:TT, SRIV nor SR 2. The thing is that there just isn't asked for it a lot for SR 2, because there was enough variety for everyone to enjoy.
I guess you'll have to wait till the SDK gets released.
