I now installed Saints Row IV Workshop version (Legacy build, not current Re-elected one) to try it on my current PC, as I hasn't played it since 2019-2020 on my older PC with Core 2 Quad 9450 and NVidia GT 730 due to its constant freezing issue back then.
I just tried this mod again installed along with "Golden CID Stay on Place" and "Simple wardens QTE" mods and the game froze hard while I was on Wardrobe section on Gateway menu. I removed this mod only (with the other two still present), and then on Gateway and shopping menus game was working normally with the mod disabled - no freezing was occurred during both gameplay and store menus at all, also changing color wasn't active neither when this mod was installed.
I assume this IdolNInja's mod seems outdated - totally not usable with Re-Elected version, and makes Workshop Legacy version to break / hang! Seems this mod isn't usable anymore on both of those recent versions of Saints Row IV on Steam!
