This is something we would love to get out there, but I'm not sure if it will make it. It won't be in phase 1 for sure as it would be a much, much larger undertaking than what we currently have scheduled. As it stands now, all of the mod work is all from the love of the developers and done in their time away from work. That might need to change in order to accomplish our ultimate goals and that will probably come down to community support of the modding tools and how well they are received.
