disable on-foot radio

i don't wanna use it, its there by default (radio doesn't stop when u get off vehicle) if i'm not mistaken?

i enjoy the "realism" of getting off vehicle without radio following in old SR :/
its a bit annoying to press an extra button to turn it off everything u get off vehicle.
