F-69 VTOL SRTT/SRIV Decals-Textures-Animations-Physics

It's too bad that the texture file size is only 128 x 128 pixels.
On SR4 this isn't going to be an issue. There is a beta now that will allow textures of nearly any size.

It would also be nice if it were possible to double the texture file size and then be able to position them on the model where you want.
Is there a file that states the decals positions on the model ?
That gets into the specifics of the vehicle system and I can't personally help with that. I thought the artists explained this above, but if not would you like me to talk to some programmers about it?

"Decals are positioned on the model by combination of UVs and material/shader assigned. Changing the decal UVs on the mesh will slide the decals around, but they can only appear on a part of the mesh that has a shader assigned to it that supports the distance-field decal."
