Yes, that's too small. Try downloading it again. I think a newer version has come out since you first posted anyway. Version 1 Beta 3 should be 20,966,846 bytes once you've downloaded it.
 
Good catch, scanti. Beta 2a is 12,929,221 bytes which means he did not download the archive correctly.
 
I downloaded Beta 3 and its 20,966,846 KB, I've made a GoS Beta 3 build and put it into SRTT, when I load my saved game SRTT crashes
