The upcoming gui version of the Gentlemen of Steelport compilation will give the user granular control of weapon mods allowing you to choose individual pieces just like you're asking for.

Save editing.
No, really, there was a save editor in the works (Minimaul was working on it I think?) but I haven't heard any news on that.

I s'pose the other option is to modify the gun's upgrade file so it doesn't actually gain the explosive rounds at top level.. but seems like a bit of work. Really, I like the top level guns, they become excessive weapons of DEATH, particuarly when dual pistols with explosive rounds rip through tanks... but I can understand fully why it's not for everyone :D

It's true that you can modify the weapons file yourself, and people have done it. Removing the explosive ammo is simple; removing the grenade launcher might or might not be.

Maybe i should try to tackle that with a quick bit of programming later. It seems to be a popular request, and it can't be too hard to find. I know weapon unlocks are easy, if tedious, to identify. Same goes for player inherent upgrades like damage reduction. Minimaul's editor may be a long way off, still, so having an interim option would be valuable, maybe?

I don't think Minimaul is much enthused about finishing up the save editor, so I would personally love to see an interim option in the meantime. I'm fairly certain he would be willing to share whatever info on the format he's gotten so far.

Removing the exploding bullets is very simple, you just remove one flag and viola.
