I often have issues opening Saints Row 2 files if they're in a different directory. eg: I can open an unmodified file from the address where I extracted the vpp_pc, but if the file is stored elsewhere on my system, it will say it can't find the file, despite saying it searched the correct address.Oh, interesting.
Maybe even the base SR3 have some files that cannot be opened with this editor

I've edited SR3, SRIV and SRTTR successfully with the above linked editor.
