Not a valid float error in unmodded file. Why?

As Admixion has said, it doesn't fully work with SR4, so it will definitely have problems with the Remastered game.
You can try BoJan's table editor or Notepad++ to edit it better, I suppose

Thiss error is on SR 3 not remastered.

I often have issues opening Saints Row 2 files if they're in a different directory. eg: I can open an unmodified file from the address where I extracted the vpp_pc, but if the file is stored elsewhere on my system, it will say it can't find the file, despite saying it searched the correct address.

I've edited SR3, SRIV and SRTTR successfully with the above linked editor.

I have it already. But it have many less functionality than Volitions. Add strings and etc.
