Having more folders than subscribed mods

Hello as title says, is it normal having more folders in the saints row 4 workshop folder, than currently subscribed mods?
Right now I have 70 folders while i m only subscribed to 66 mods. How did that happen?

I think the folders won't be deleted if you unsubscribe a mod.

The thing is that I never unsubscribed to any mods and I also noticed that censored mods still shows up in steam list, so it can t be that either.

Maybe someone removed his mods from Workshop and that folders are just leftovers.

Is this really how steam workshop works? If so that's pretty dumb, I assume if that's the case the folder should be empty? But still the only file that was deleted was from one of your mods: pariah helmet, so numbers still don't add up unfortunately.
