HD Textures mod?

Im not very good with modding, so I can understand if this might be something you guys look at and say (what a retard, doesnt he know this is impossible!?). But is it possible to heighten the quality of the textures of things like the road, pavement, buildings, and make it all more realistic?

Should be possible; there was a world texture mod for a previous game, and there are mods that change some non-world textures. An artist would have to make the textures, though.

You can port the textures of the HD Textures mod from the last game, but I can't follow the instructions correctly
