I used a "homies.xtbl" file, I suspected it was that and I removed the file, still not work.

I'm having the same problem with kinzie,vice president,ben king and i'm playing stock game straight from steam with not one mod in it. Simeone messed uo the new build somewhere because i just bought the game 4 days ago and it's the latest build

Unfortunately, the only solution is removing this mod and restarting the game, or restarting from the last save before you have installed this mod. To me, it worked this way.

Well i am playing standard game with no mods and even redownloaded the game and started again. Got to the same point and still same issue. So if this is steam game with no mods, whats the problem. I think it is steam new update to the game.
