I thought it a rather fitting end for Shogo, Killbane, and W. Sharp. Jyunichi should have gotten worse.

i looked everywhere and even tried to get this ending myself so are you lying?

You have to take over the entire city, each district you take over has a cutscene when you complete it giving little bits of story. Then you defeat Satan, and choose one of the main endings. After the ending plays and everything you get a cut scene afterwards for what happens in hell.

Be sure to look around the edges of the map screen. There are some activities on islands pretty far out from the main islands they count for. This means all the Survival missions all the activities all the spires and so on.

I think it may also change depending on what ending you chose because I chose the heaven ending and it acknowledged Johnny was in heaven.

As a continuation the islands I mention in my last post are next to Shantytown, The Den, and The Forge. The Den and Shantytown have two each. The Forge has one.

EDIT: I played the final mission again and chose a different ending, it has no effect on the cutscene whatsoever also the second time around I noticed Lin, Oleg, and Carlos all went to heaven and show up in the cutscene.

do I need to load to a save before defeating satan and complete all the side quests to get this ending? or does the cutscene play regardless?

Like all the cutscenes, it happens immediately once you get 100% takeover. You don't need to replay the last mission to see it.

Their ultimate fate was all Steve Jaros, but I was the one who gently nudged Steve to get some kind of retribution for the previous villains. :)
