How to actually spawn vehicles where you're at?

ah. well i just saw this...
"One time, i spawned one of the "giant planes" over water and remote-controlled it, and after a moment, my character got knocked down, the plane went haywire, and it all crashed again. Good times."

and thought it was possible to spawn them. maybe i misunderstood
