Implementing the Saints Row 3 campaign into Saints Row 4

I've seen mods for Bethesda's Fallout New Vegas and Oblivion that implemented the campaigns of Fallout 3 (Tale of the Two Wastelands) and Morrowind (Morroblivion) respectively and I'm wondering if it's possible for the same to be done with Saints Row 4?

Tale of Two Wastelands (TTW) is a project to merge Fallout 3 into Fallout New Vegas. It has nothing to do with Skyrim or Marrowmind or Oblivion. Just saying.
