Increasing draw distance

Hey dudes, I've recently purchasde SR4 on Humble Bundle and I'm pretty disappointed with the draw distance, I've set it the maximum allowed value in the options and I'm still getting objects popping into existence as close as 50 yards, this is annoying as hell. Is there any way I can force this game to render a higher setting for the draw distance?

PS: on the Display.INI file, the SceneDetail CVAR is set to 3.
 
I "think" I saw in a Volition thread that draw distance was hard coded. I may be wrong.
Also... don't bump threads.
