Oh, I keyed off of the part where you said "second" request and looked at number 2 in his post. That part with the aliens and people dressed in green sounds like the towers that used to belong to the Morningstars and Luchadores (people in green). Sounds like the request is to turn SR4 Steelport back into its SR3 appearance.

That kind of request has already been made, and would probably require replacing models within the worldspace (for example replacing the crushed cribs with the fully intact ones), so unless I'm mistaken, it's impossible for now.
