I have tried to unlock it by editing unlockables.xtbl but have had no luck with it; the Life Steal can be purchased and it even shows an unlock screen after buying it but it's impossible to choose it (by either pressing F4 or Hub menu).
You can simply change <orbs_required>0</orbs_required> to <orbs_required>1</orbs_required> and it will become available there but you won't be able to use it.
