Lower the bridges?

It's annoying to get cars over the bridges, especially with the train track thing. I've lost a couple of cars going over the bridges that I really wanted. Is there anyway to keep the bridges lowered?
 
The mission replay mod that is part of the Gentlemen of Steelport compilation already does that for you. Simply replaying an earlier mission will reset the world back to that state. Anything pre-STAG should work.
