Mods not responding in game

I don't think it should. If it allows you to play your game, then I don't see why mods would react a lot differently.
I tried to Reinstall Saints row and deleted the mods and now, when I go to the main menu and press continue, the load screen shows for awhile, and then the screen blacks out and crashes and sends me back to the desk top

Delete all the files in the root folder and verify the game cache files in Steam. That will get you started with a fresh copy.

If you're going to use mods that include the same file, such as customizable_action.xtbl, you must merge the xtbl files. Multiple copies with different names will not be loaded.

Try loading just one mod, with a result that you know you can verify, such as ... I don't know, Ultimate disintegrator maybe.

Hmmm, I'm not exactly sure what's happening on your end. Did you start a new game instead of loading the same file?

Will that fix the crashing problem as well? Or just the modding issue?

Yes, but, I've reinstalled it before and never had an issue with it

Perhaps redownloading the game and starting a new game would be the best choice. And yes, that can affect how the game runs. It's a basic thing to note as I have had the issue myself when it came to some mods. Most likely the crashing should cease with replacement files, but if it keeps doing it, then there might be others internal problems to your computer rather than a replacement hard drive. Saints Row: IV shouldn't keep crashing after the replacements have been forged. If it does, then I'm stumped.

Corrodias would be better at helping, I'm just a random gamer with the decided attempt to give out a bit of help. :)

Should I just refresh my pc? Because the game just keeps crashing after the main menu

The Ultimate Disintegrator he's referring to is just a simple mod that edits the Disintegrator from that Veteran Child mission you win. It edits the weapon.xtbl file by changing the charge shot into automatic. If you don't have a weapons.xtbl then it should be fine.

Anything you want to try is optional. Refresh it if you know what you're doing.

Let's start from the top.

The first goal here is to make your game not crash, right? In Steam, "delete local files" for the game, then go into the SR4 folder and delete anything that's left. Now go back to Steam and install the game again. Does it run and not crash?

Next you want to get mods working. Ultimate Disintegrator is just a very simple mod with very obvious effects. Install that mod, and see if it has taken effect.

Finally, if you want to use multiple mods that change the same files, you need to merge the files, which will both 1) stop the crashing that would happen if you simply dumped them all in and 2) make them work, which they wouldn't if you simply dumped them all in. Using Stream2Update from Minimaul's tools in the Tools Releases forum will be necessary if they share asm_pc files, because you can't merge those.

Okay, so I uninstalled the game okay? And I deleted the Saints Row 4 file from Steam Apps, Common.I then re installed it and verified game of cache( I had to do it multiple times because some files would not validate) and all files were finally 100% verified. So I started the game up(The game has no mods and is back in its natural state) and everything goes fine, it starts up and the logos show up, then it takes me to the main menu, I press continue or even new game and it shows the load screen(like its supposed to) but then a black screen shows up and quits the game, and then automatically relaunches by it's self. Is my computer messed up or hacked? Is the game corrupted, should I refresh my pc? What if I do reboot my pc, and install the game again and it still crashes. By the way I am running with windows 8 and did not update it to windows 8.1, plus other Steam games seem to be running fine. Like Garrysmod, crashes or anything
