I've seen the Unlimited Superpowers mod that's been released, but there isn't a mod that removes the cooldown on all weapons (which comes up that a lot more weapons are laser based), nor is there that removes it on both superpowers and weapons. Considering how the superpowers mod was modded fairly quickly, I expect this request to be fairly easy. Thanks to the person who does!
No cooldown for superpowers OR weapons

Cool down for weapons is handled in the weapons.xtbl
It has been a while since I looked at one (it is broken down to a couple of things, like how fast the weapon over heats, and how fast it cools down).
The one's I modified for SR3 I just made it so they never heated up.
I have not looked at either the weapons or weapons_upgrades.xtbl for SR4 as of yet (I need to unpack some stuff and start tinkering).
I'm not sure about the super power recharge settings (probably in its own xtbl as well though).

Luckily, LeGeNtUs, modder of the "Unlimited Superpowers," has decided to put this under his tasks. Not saying you can't do so as well, though- you get something like this done, you can move on to the larger stuff. Thanks!
