Character Customization Npc Decker gang clothes are useable !!

When I was looking through some share your character pictures in the og sr3 thread I saw this and I was wondering how did this guy manage to use these npc outfits, is it possible I could do this too.

I might get the original sr3 again I haven't played it in years though, is there a tutorial on how to have npcs as wearable outfits ? I can only mod homie and character xtbl files.

Did you find out how this is done? Since playing as a decker mesh is possible I’ve spent an obscured amount of time searching for a clear answer on how to do this and I’ve had no luck. Anyone care to help or point us in the direction? Will be Appreciated.
