Heavily debated topic in the past I know but I’ve learnt that some NPC’s can be worn as an outfit (as seen in attached image) long story short guys how has he/she done this anyone care to explain or give me a link? This was not possible years ago.

If you want to wear npc clothing you need to replace one of the outfits. If you know how to use modding tools the process is very simple:
1. Unpack any outfit files
2. Unpack any npc model file
3. Rename the npc model files to one the outfit uses
4. Move the renamed files to the outfit folder and replace
5. Pack the outfit again, move to the game folder and update the asm file
And that's it
