on-foot radio

i read sr1 has an on-foot radio feature that was strangely absent in sr2. is it possible one can mod the ability to play the radio when not in a car?

The "Sandbox+" mod for Saints Row the Third includes an on-foot radio function. Obviously that's not directly usable in Saints Row 2, but maybe that piece of information will the hint someone needs to figure out how to do it in 2.

one of two things missing that would have made this game better.
i mean, the other being an indestructible car cheat or somesuch.
