I think it's not so hard to get the models
1. Extract the files from characters.vpp_pc (or dlc_vpp, not sure where your characters are located in the remaster)
2. Find str2_pc files of your characters and use the first tool as well to extract the files
3. Then you should get the files you can import to Blender

Texture unpacker script.
Tried to write a script that extracts textures from SR3R peg files. Drag and drop .cpeg_pc or .cvbm_pc files on it to extract a single file, or, if you run the script without arguments, it will attempt to extract all peg files in the current folder and all subfolders one level below.

Ok thank you and also by any chance do you know how this person model swapped the player model in saints row 3 at the time stamp of 1:13?
The person likely used a modding tool or script to swap the player model in Saints Row 3, as this isn't possible in the base game. Popular tools like Gentlemen of Steelport or other community mods could achieve this.
