Police oppressor weirdness

I've recently noticed that the police oppressor acts really weird in the PC version. Whether I'm playing vanilla or with GotR I cannot, for the life of me, make it spawn at level 3 police notoriety even though it is supposed to, according to the notoriety_spawn.xtbl file.
Even more weird (but arguably not as detrimental), when it does spawn at level 4, it will always have 5 people in it: the pilot, the 2 gunmen on each side, as well as 2 other gunmen in the back seat. I clearly remember from when I played this game on the xbox 360, that this helicopter always had only 3 people in it, the pilot and the 2 gunmen on each side. Changing the <max_vehicle_occupants> line in notoriety_spawn.xtbl does absolutely nothing. There's always 5 cops in that stupid thing. Turning the SWAT guys into regular cops also doesn't fix the problem.
It should be noted that when this helicopter appears in a scripted sequence, like during Jailbreak, it is exactly as it should be. Although when I looked through tss01.cts I could not find any clue as to how to fix these issues.
I've also tried to modify heli_4dr_police01_veh.xtbl but I was only able to prevent the backseat guys from shooting.

In vanilla PC version: (no one can shoot so it just flies away)

Using regular cops doesn't fix the issue (even though this chopper was always manned by regular cops on xbox 360)

So yeah, I'm going to need the community's help on this one. If someone who is using the xbox 360 version with Xenia could provide his vanilla xbox notoriety_spawn.xtbl (or even just a screenshot of it) that would be really helpful.
