More than 200 extra clusters after collecting them all? I feel like I'm missing some upgrades but I just checked every power...

Yea thats normal, guessing its for potential new upgrades/powers with future DLC.

That's always an option, but I was told a primary reason is so people don't have to go and collect every single one to get every upgrade. Not every gamer has collectible OCD (but from what I've heard, waaaay more people than I expected actually do).
