I came across a bug regarding Propaganda Truck. When I unlocked it and highlighted in the garage for the first time, it had speakers intact. When I highlighted it the second time, they disappeared and all I got was a customised Betsy with a name of Propaganda Truck.
I use Minimaul's weapon fix, customise all vehicles + wardrobe colours and additional cheats by IdolNinja, if that might be a source of a problem.
