SPOILERS Question about Homies

This is going to sound dumb but...

I'd gathered that Phillipe Loren was available as a homie after finishing Gat's loyalty mission. (True, I got that info from the SR wiki which is not a fantastic source, but...) However, there was no unlock message or the like, and her wasn't added to the phone menu.

Is this a bug or was he deleted from the game before launch or is the Wiki wrong (True, I'm wagering on the latter...) or am I just pants-on-head retarded?

"Out of the box" game : no you can't have him as homie.

You get Julius after doing the assassination target of him.

Thanks. I did the assassination and he wasn't in my phonebook... and then when I next logged into the game, he was. GO figure.
