Question regarding Player character & NPC

Hello, I recently bought SR3 and SR4, while playing both games I noticed that some of the npc/homie clothing and "formula" (body/face shape) looks better than me. Is there a mod or console command out there that lets me change my character model into a npc like Shaundi or Johnny Gat like the way you can change your character in the older GTA games? I don't intend to dress up the npc, I just want to replace my character with an npc model through a mod or console command.

You can't at the moment.
There once was a patch upcoming to give the required feature but noone knows what happened to it.

It's part of the modding patch we're working on to remove table entry restrictions.

It's a big undertaking and will need a lot of QA time and testing as well. No ETA as of yet.
