I just downloaded the open version. Will a co-op partner require the same file to be installed if I want to use the DLC cheats with him in the same game and prevent his game from being cheat-flagged?

Cheats are all handled client side. Using the open version in-game will not trigger a cheat flagged state for you or your partner, even if only you have it installed.

The Decker Bear is not from the Ho Boat mission.
But glad to see that I can now at least cheat some rare cars instead of driving an hour through the city to see one car finally shows up.
