I just escaped the simulator for the first time and after I completed the mission I got the rectifier

I restarted the Steam client and it unlocked correctly after loading my save.

Can confirm. Did not have the rectifier, but had 'merica. Just restarted Steam after reading this and it unlocked.
Note: I restarted my PC earlier today and it did not unlock, so whatever Steam did, it was recent.

I didn't get mine, after trying all of that. What I had to do was delete and redownload the game. So if anyone else still can't get the rectifier to unlock, try that as a last resort.
