What does this do?
It replaces a few shades of red / orange in the neon / makeup menu
Why the makeup menu?
The neons are based off of the makeup, so if you're using any makeup colour mods, you'll likely run into compatibility issues.
Why did I do this?
Someone in the Saints Row Discord asked about Red neon, so I decided to make one.

INSTALL INSTRUCTIONS
Extract the .xtbl from the .rar
Just drop the file into your game directory.
It's really not that hard.
