Regicide: why is there nothing online about this mod?

This is a mod I found made by F13 which seems like a full on Saints Row 2.5, but I can't find anything else about the mod, not even on this forum, it seems cool but is it legit? Why would it not be on this site? Or anywhere else for that matter?

I didn't know them very much, but it's likely that they had disagreements with the forum in one way or another and preferred to release it on a different site (I recall F13 releasing the mod compilation on modnexus, afterall)
