Maybe, that would be a nice callback. But the fact he wasn't in the CG Trailer and doesn't have a Character Profile on the site, suggests that he's either working undercover, or he's going to get killed at some point... Maybe.

Nah. He might actually be a sort of mentor-figure for them, but being a simple landlord would be a perfect front for him. No one would suspect a thing.

I do like an idea of a mentor figure in the gang, someone like Julius but with less control of the gang. A storyline where a grizzled veteran rubs off of his ruthlessness on essentially kids who are just starting to learn about the hardship of a criminal kingpin life. A perfect formula.
